Transition work stage

Summary
Moves a work engagement to another stage you are allowed to advance. Requires your explicit confirmation.
You can:
- plan → changes — ask for plan revisions (a note explaining what to change is required)
- confirmation → execution — accept the plan so work can start
When to use it
- Request changes — The plan needs adjustments before you approve it.
- Confirm the plan — You are ready for KohlerCode to begin execution.
